If I was to imagine a story behind this, it's a nerdy guy who gets a job at a beach. His glasses get broken and the only pair of contacts that fit him are tinted blue. The sunlight tans his skin and bleaches his hair which, for some reason, starts growing at a surprising rate. A local lady offers to help style it for him and make a few other... "improvements" to his appearance.
